LAS VEGAS – May 6, 2025 – CLOC (Corporate Legal Operations Consortium) and Harbor, the leading provider of expert services to the legal industry, today announced the renewal of their partnership on the 2025 Harbor Law Department Survey. Building on the success of their 2024 collaboration, the organizations are expanding their efforts to deliver timely, actionable insights to corporate legal departments navigating rapid transformation.
The renewed initiative combines Harbor’s deep expertise in legal operations and technology with CLOC’s global community of legal operations professionals. Together, they are delivering the industry’s most comprehensive benchmarking resource – one that not only reflects the current state of legal operations but helps define its future.

Now in its 22nd year, the Harbor Law Department Survey remains focused on large organizations – with most respondents representing companies with revenues of $1 billion or more – to ensure consistency and comparability across years of data. It offers robust benchmarks across more than 30 segments, including industry, revenue, department size, and geography.

In 2024, the survey introduced an expanded section on AI and legal operations. This year, it’s also adopting a new two-part format that streamlines participation and accelerates the release of early results – particularly Section 1, which focuses on foundational benchmarks.
